Your Resource for Concise Spectrum Automation.
SMART CAT is a purpose-built platform for electromagnetic spectrum coordination — certification prep, cited regulatory answers, and same-source monitoring — built for how DoD and commercial spectrum professionals actually work. The process, the regulations, and the expertise are real; the tooling hasn't caught up. SMART CAT closes that gap — fast, and accurate, with every answer grounded in the source text.

Platform Capabilities

DD-1494 — Build, Edit & Validate

In Development

Validate a DD-1494 against the same checks the government's compliance tool runs — every finding cited to its rule. In head-to-head testing on a real filing it matched 98.9% of the government checker's findings, then went further: the exact value that clears each error. Works natively with SSRF, the toolchain's XML exchange format.

SFAF — Build, Edit & Validate

Planned

Create, edit, and validate SFAF frequency-action records built to pass the mandated submission systems — station-class validation and frequency-allocation cross-checks, without the legacy tooling experience.

Regulatory AI Terminal — Every Answer Cited

Beta

Ask any spectrum question in plain text — or drop in a screenshot. Every answer is grounded in cited primary sources (NTIA Manual, 47 CFR, ITU Radio Regulations, DoDI 4650.01), quoted from the current edition, and it searches rather than guessing. Domain-expert AI, not generic.

Regulatory Alerts — Know Before You File

Beta

Severity-tiered and deadline-tracked through the day a rule takes effect, with every alert cited to its primary source — filterable by service branch, commercial space, or spectrum auctions. Know before you file, not weeks later.

Link Budgets — Engineering Meets Regulation

Planned

ITU-R propagation models (P.618, P.530, P.676), PFD-limit calculations, EIRP computation, and rain-attenuation analysis — engineering tools with the regulatory parameters built in.

Submission Scoring — No More Bounced Packages

In Development

Know a DD-1494 package's completeness before you submit — stage-aware scoring against NTIA requirements, every gap cited, and a fix-or-justify path for each finding. Never a silent fail.

SMART CAT Vault — Secure UNCLASSIFIED Working Files

In Development

A secure vault for UNCLASSIFIED spectrum-program files — encrypted in transit and at rest, tenant-isolated, audit-logged, and auto-expiring (30-day default). Files stay tied to your organization, not the inbox of whoever just PCS'd. Every upload is scanned for classification markings and blocked before a byte is stored. For CUI or classified transfer, use your official channels (e.g., DoD SAFE) — SMART CAT deliberately refuses that data.

Built For

  • Spectrum Managers & SMO Staff — validate incoming packages, a terminal for every edge case, alerts the day rules change.
  • Defense Contractors & Vendors — map a system to the right DD-1494 stage; catch gaps before they become rejections.
  • Program Managers & Acquisition — SSRA-aware scoring and the documentation trail milestone decisions require.
  • Commercial & FCC Filers — FCC / NTIA / ITU workflows for any spectrum professional in these frameworks.

Why It's Different

  • Every answer cited to the actual NTIA Manual / 47 CFR / ITU text — you verify the citation. Not generic AI.
  • Validation runs in your browser — documents aren't uploaded to run checks.
  • UNCLASSIFIED-only, enforced — an automated marking guard blocks CUI and classified at the door.
  • Org-tied continuity — certification history stays with your organization, not an individual who transfers.

Pre-Procurement Spectrum Viability Assessment (PSVA)

DoDI 4650.01 requires spectrum supportability to be confirmed before acquisition funds are obligated. A PSVA answers the question that matters before you buy: can the system actually be certified and coordinated in its intended bands? Senior-expert judgment, delivered now — while the platform automates the rest.
